Well, according to my experience and understanding, Network Deployment comes after the phase of Network Designing. Where you design a Network according to the customers requirement. Network Deployment actually means to physically implement the network that you have designed. And its process varies with whether it is Data-Network, Telecommunications network etc.
In Data Networks, generally you start with the lower layers of the OSI Model. Physical Layer; in which you select & implement the cabling (Fiber,Copper etc) then you go up to the Data Link Layer; in which you select & Implement the Layer2 Technology (Frame Relay, Ethernet, SONET) and then the Network Layer (IP) etc.
