First of all you want to know what kind of website you want to build , if its basic one and not managed you can use html/html5 , if its more advance with a backend administration for users or your client then you will need a cms like drupal / joomla / word press ( if its blog ) , spyro or any other .
if the site you want to build is so complicated like a web service or market service or any advanced service ( like amazon , facebook ...) then you will need to built it from scratch using frameworks ( yii , spring , phpcake ..)
After you knowing what kind of website you wanna build and chose the tools , you can start searching for a designer or you can buy a ready template to match it with your website .
At end you will need of course to test , fix bugs many times until u deliver the final version of this website

What you have mentioned in your question is just a simple task in the execution process of the whole project.
For me, building a website is a project that has5 process groups Initiation, planning, execution, monitoring and closing ... you have to go through them all.
