If I had to keep it to one simple answer, it would be: On hands training!

When developing your program, find the opportunities that can offer your trainees hands on experience.  Hands on practical work alongside solid basic theory will go a long way.  Work with experts in the field.  In addition, the assessment protocol should be practical as well.  This works well in a technical training environment, and also in most learning situations.  Plan to use classroom work, on hands tasks and "self study/exploration".  Cover all methods and you will be on the way to a strong program.

You can follow the following steps when developing training program:

1- Collect information about trainees

2- set training objectives

3- Design training program and main ooutlines

4- Search, Collect, and organize information for the program

5- Select appropriate activities to support your training program

6- Design the assessments that you will use to assess trainees understanding and progress

7- Evaluate the efficiency and effectiveness of whole training processes at the end of the training program

Conduct a training needs assessment through an organization analysis and analyze the results (identify performance discrepancies and competency gap, and determine the training needs).2).
Determine the ultimate goal and specific objectives of the training.3) Develop a training curriculum that shows the kinds of training needed, who needs them (the target audience), what are the goal and objectives of each training, what would be the content/substance each would cover, and the duration of each training.3).
Develop the design of each training (topics, objective of each topic, duration, methods, and supporting materials/training aids required).4).
Develop the module and prepare the training aids, or, identify a service provider to develop and produce them for you.5).
Design the training evaluation instrument.6).
Conduct the training (if it is delivered by you), or monitor the implementation (if by your service provider).
The first couple of the training could be considered a try out, and if tha is so, do it with a smaller number of group.7).
Evaluate the training using the TE instrument, and get the participants feed back on the content and process.8).
Make necessary adjustments for the next round of the training.9).
Don't forget to conduct formative evaluation/review with the management of the organization/company for each step of the development, especially or at least for steps1,2, and3.
