I would definitely consider selecting him. He already has management and communication skills, which can always be enhanced through training and on-the-job experience. The key here is attitude - attitude is a quality that comes from within and cannot be taught, therefore, this is a valuable asset. Another reason is that this candidate is a clean slate - in other words, he/she can be molded and trained into the core values and characteristics the company promotes, without having to undo old ideas and traditions of a previous employer. I hope I have added some value here :)

Yes! Experience can be gained and shared with the passage of time. Experience is an issue with novices. We all were all  novices once. It is natural.Let us not forget. On the other,  if the proposition is reverse, then the consequences would be lethal.
