TALENT is LATENT, usually.  I would rather try to first find talent in existing staff rather than waste time and money looking for it elsewhere.  Ever try retaining an employee who wants to leave by offering her/him a change of role/job description/department/branch or whatever it took to stop existing talent from leaving?  I have tried job rotation many a time as an effective tool to find round pegs for round holes and the benefit is mutual.
