Interesting question! Thank you Zohaib! I'll try my best to give you a one line answer for both questions together.
A tough position warrantees extra preparation from the recruiter, i.e.
thoroughly understanding the skills and attributes required for the position, challenges involved in the job and then a clear process to screen and test the candidate accordingly; once a great candidate is identified, the recruiter can get the candidate to come for an interview by leaving a strong and positive ‘first’ impression on the candidate.
