Is there any technique to convert scanned maps digits data(addresses), automatically in shape file or Geo-database either in Auto Cad or GIS?

the scanned maps can be geo-referenced using one of GIS software(s) then you will be able to digitize the data in a geodatabase or shapefile using the geo-referenced image as basemap. Also, GIS has a classification technology that convert pattern in RS images to vector format data but, the quality of the geo-referenced image will not be good enough for this solution and it's not practical to use for point data as addresses instead it's created for polygons data format. So to answer your question, no there is no automatic way to convert the scanned maps to GIS format.

no there is no any other technique except the Gis software, which can be used to convert the data into shape file because shape file is the file format of only Gis software.
