If it is based on collective discussion and general consensus it would be right to call a policy an action plan. A policy becomes a substitute for management authority when it is thrust down on employees irrespective of whether they like it or not.
According to the scope of the policy.If it is the comprehensive scope, then it is a Substitute for strategy
