Why the Persic Gulf companies want western people to work with them if there are a lot of good engineers also in their home ?

I think the main reason is what we call it Xenophilia, which means the admiration of foreigners and discarding local/Arab people. i consider this is a lack in Arab's self esteem. Arabs and Westerns are all humans, they are all having same mental abilities, in thinking, creating, and innovating. Actually, Arabs are the ones who created the illusion of ((Westerns are better than us)) by themselves,starting from their wrong way in educating, and rearing, ending to expel tremendous numbers of intelligent minds to study and work abroad. in my opinion, if the integrated system in the eastern area changed, arabs will be as qualified as europeans. we already have great doctors, and great engineers. we have hundreds of Ahmed Zewails and hundreds of Magdy Yacoub but we have lack of self confidence and lack of right management.

We need to be more independent, we need to remember that there are thousands of Arabs geniuses had immigrated. Nevertheless, we're replacing them by thousands of foreigners to work in our area.

Yes we need westerns, but after we decide to be cooperators not to be dependents.

We cannot neglect the fact, that most of the installations during earlier times was the results of hard works by westerners . Results were beneficial for both the parties. Also, many companies share or rather fully replicate technology evolved from western brains . In many cases this trend is a gesture of faith and gratitude towards the west.

Xenophilia is there, education, expertise, and mentality.

Xenophilia most of time.

Real expertise rarely.

 

That's all about effectiveness and efficiency !

Actually,  western people are better in their job as compare to others. 

They are good for Labour and for owners also.

Their educational system is better than others. 

They always follow rule and regulations of company. 

I am talking about majority, may be some of them will be different. 

The Westerns practised professionalism earlier, hence the got the education. skills and experience.

Hard work and Technology have an edge .

The major difference is the sector of engineering being fairly unorganized in some countries.

In western countries the sector is organized in terms of labor equality, work process, tools and tackles deployed for a project and HSE factors.

In most of the countries other than the western or European countries, and talking from a construction engineer perspective All the above departments are very organized and makeshift people, procedures and techniques are used.

When you employ a Western Engineer you also bring in the chance of  involving proper methodologies and procedures with no by pass.

Frankly speaking, as we studied in Social Sciences, usually there are mix reasons for most of issues. and regarding this issue, the reasons are: Xenophilia + fact of good education or experience the westerners have, but this not mean any company can find the same Arab ones who have the same experiences.

They think westners more expert that other because of quality education and competitive environment in their countries but that may be always true as they think.
