<p>Why he asked about it rather than the estimation of their loss?</p>

He knew that teachers affect eternity and you can never tell where their influence ends.He indirectly was saying with the few  left ,are they going to shoulder the task and restore society to its original status.

He was basically saying: "This is where it starts again, we pick up the pieces and make a future"!

It is no secret that the success and prosperity of the Japanese nation is relevant to their attitude from teachers. They grant the teacher the respect of an emperor, the immunity of a diplomat and the salary of a minister. They value their teachers and learn to look forward for a bright future.

To rebuild a strong society we should start from education that why the emperor ask for teatchers so I think he look for right start.

The widespread destruction was obvious and it was a wise decision to take a new start from the ashes instead of wasting time in crying. The best way to emerge again was building a new Nation. This task can only be done by TEACHERS.

Indeed this was a sound understanding of the Japanese about importance of education.

The survival of any of their good teachers is enough for them to re-build the nation to recoup the wisdom, tolerance, intelligence, patience, desire and all what is required to rebuild the nation to greater heights. Now your questions intelligence answered silently that Japan is one of the strongest nations in the world and is capable of facing any eventualities with calm but powerfully.  Recently also, the same was again proved when a Tsunami hit the nation with widespread disaster.  Their disaster management is number one in world ranking, once upon a time and always and never be challenged by any supreme.
