What % of total turnover usually a company in middle east set aside for training & development of its human resources?

i think the turnover in middle east  around 5%

The turnover depends on different factors including:1- Motivation2- Rewarding system3- Retiring

4- Rate of death5- Performance of employees6- Policies of organization.

I am not in middle east, so have no idea, thank you for your kind invitation.

Overall % is negligible may hover below10%,

But in Petroleum,  Aviation, Banking, Insurance, Health care and tourism training and development of staff are given highest priorities.
