Teaching is10% answering questions and90% getting students to ask questions. First, if I were you, I would great a friendly environment where even the shiest student would feel comfortable enough to speak up. Then, I would put students in groups (make sure they are comfortable with each other). I will have the students ask questions for each other, discuss them together, and answer them. Then, I will pass by each group, check the questions and answers, and share some ideas. It is all about giving them the initiative to talk and get them know you are open to any question. When they start asking questions, automatically they will start answering questions. Hope this is useful.
