if the image has no color we will have to offer colors from photoshop carefully by creating layers with the selected colors on it.
as far as the line art (if i am understanding you correctly) i would leave the image in color
then use the magic wand to select the lines and fill with black or copy and paste the
selected into illustrator and fill them with black or trace them with a bezier curve pen tool
