Responsive Web design is the approach that suggests that design and development should respond to the user’s behavior and environment based on screen size, platform and orientation.

 

For a website to be responsive here are the following criteria:

- Responsive enough to scale to any size 

- Automatically detects the user screen/device and provide the desktop or mobile version of website

A responsive design is a strictly planned design of a page to fit different screen sizes, using CSS techniques or even programming languages to achieve the needs for responsive design.

 

The most important part is the layout design on the different screens and there is a standards sizes that can be very helpful in a task for Responsive design.

 

But looking into a simple HTML with absolutely no CSS no JS just a simple skeleton and text it can be called Responsive as well it fit everywhere ;)
