Package on offer would mean less or more in particular region as per the cost of living in the place being considered. More than what may sound negative, it is the honesty in the reply that is important.
(Moving to another location could mean more savings, or peaceful living (away from traffic and noise), or something beneficial).
To answer this question: candidate can show interest in relocation and proactively inform about the benefits of relocation to certain places - cities / towns. The interviewer will get an idea of what types of places are you interested and why.
