What is the difference between an outstanding employee and an employee who exceeds requirement for the job. Can the difference be subjective and open to manipulation.

In my opinion, outstanding would be regarded as completing a specific task to the best of your ability. Exceeds basically indicates that a person is either over qualified for a job or that person has done more than the required minimum for a task.
