What is the origin of the Delphi technique?

In1995 the first version of delphi appear, in that time it's works on windows3.11,

 

in that time some magazine write it's Visual Basic Killer, it seem like visual basic 

 

back in1992 borland issue borland pascal for windows, that have environment to design resources of interface and IDE for design pascal code and integrated with interface.

 

Delphi follow roles of design with Visual Studio from first issue in1995 until you can compare IDE and components window location and attributes window location.

Hi there, If I remember correctly from my PMP-study days, I believe I read somewhere that it's originating from the US Army back in the50's.
It was a few years after realising that different methods of traditional forecasting have been proved to be inadequate.
