There is lot of overlap among the fucntions of Project Management and Program management.

The scope of a project is always limited to the project itself. Whereas the Program is always termed to a group of projects. For a project manager to succeed as a program manager , the foremost skill he should have is Excellent Communcation and persuation skills. His domain knowledge might be minimal , but his skills of goverence should outweight all the factors that will influence the Program Delivery.

Apart from his Management and persuation skills, He should be an expertise in Tracking and Reporting during Program Exection. Tracking the project is one of the major factors which determines the success of the project .

Superset skills on Management, Tracking and Reporting are the skills  which are STRONGLY needed by a Project Manager to succceed as a Program Manager.

Program managers aren’t simply senior project managers. A project manager manages vertically.

The program manager manages horizontally across the functional projects involved with the program. The program manager ensures that cross-project work effort remains feasible from a business standpoint and realizes benefits.

The goal is to leverage ROI and control not available from managing projects separately — helping organizations achieve strategic results. That can be quite a change from project manager. It means moving beyond technical prowess to include leadership skills and business knowledge.

You always have to understand the organizational strategy. If that shifts, you have to adjust the program and the projects that are the building blocks to get there

You’re really managing the interdependency between the projects. You have to be able to communicate the overall vision.

I have another answer according to my point of veiw and it dosent need to be correct , i think Manager is a Manager regardless the type he / she manage , i mean as long he / she reach up the level of management then MUST have some skills and of course have the knowledge of dealing and manageing to reach up the goals from his / her Job with the tools around, finally i wish any Manager please always be (( online )) with your stuff in order to know how your section or projects going to in order if they are any mistakes put your eyes on it and try to solve it before too late.
