LEAN construction is a wide thinking of the maximum use of time with micro monitoring of activities processes, the use of LEAN still require having P6 or scheduling methodology , but its concerns more about how to prevent and recover delays rather raising it.

I would say it isn't just a design effort. Though it plays a major role in constructability. It is a major effort from the general contractors side with the subcontractors to control the non-direct/non-value adding time. It is also important to learn the quality and downstream efforts.
