Is it possible to evaluate training program by Return on Investment (RoI)?

Yeah many Organisations do it in correlation  to ROI. 

In my opinion should the organisation has a good organisational level, a sufficient cumulative experience and feedbacks with the training matters to move to such very questionnable method. 

Flexibility is too much recommended concerning the training results mainly if the training system 

is yet junior.

Yes, but depending on the nature of the job itself, because there are some jobs does not need to measure, but need the support of the employee and rehabilitation before starting work

more on time reduction in doing a new task than n money ROI.
