It's not rule of thumb to use every process recommended by PMI in every project. Project Manager can tailor the required processes based on the nature of the project..

References like PMI & Prince2 are a complete methodologies, you can customize what you need from them according to your project needs, size and environment. but if you are talking about your internal organization rules, it is not recommended to break the rules without a proven justification.
