What do you do if an employee refuses to sign the termination letter?

The employee committed an act which causes gross financial loss to the employer, as well the employee is still in probation period!

It is a probation period. No need to sign anything. Just notice letter

Probationary are not a permanent employee; meaning he/she can be terminated at any period without giving reason and assigning therefor.

Thanking letter should be documented (either in probation or normal days) and served with notice period (last serving date / effective date) as per LAW, however the world "TERMINATION" will not be used until and unless ultimate mistake. 

Usually, employees are hesitating to sign "termination letter" which is not good for his /her future . So send via email if "Thanking letter" if employees do not accept it.

Termination Letters from employer does not depend on counter sign from employee as per UAE labour law and in any labour law worldwide.

Probation period doesnt require any signature except a letter thanking to leave. if the letter at time of hiring states clearly that employee probation period is e.g.3 months and it doesnt exceed that than you can.

Employment can terminate by either party with or without notice during probationary period.

Termination notice needs to be served thats it. You need to ensure that the letter informing termination of services is served as per the labour law.

Its totally depend on labor law. But in generally during probation, if employee performance is not well, company can terminate to employee any time without any notice. Employee must accept it.

Refer to the contract between the employer and the employee; it is the best basis. Whether the termination is done during the probationary period or after it, the process should be stated in the contract. Then there is the Labor Law of the country if it is needed.

Every time an employee is hired, the application should have a physical address to which you can send a registered mail letter to said employee. After wards, you can send the termination letter and get a signature or receipt. 

Besides, employees during probation period can be terminated for no reason.
