Well both are important with ought a good leader who has a good commanding authority or influence for whoever they represent. Whether it be a party, or a team, or even a country a leader that leads by example takes charge of a situation or somebody who brings progress without that we won't have good strategy.
a good leader is always a good strategist too... He do possess a strategic frame of mind.. So both attributes are interdependent..
For me both are equally important, for any business to grow we need good leaders and good strategy too.
