Is Training Need Assessment necessary for all training program?

I believe before you embark on a training program one has to know what the training is for, is it required(in all cases the answer should be YES), who is being trained, the costs, participants etc and then an assessment is carried out for all cadres within the company and a training program is budgeted for and initiated.
