Digital technology revolutionizes many of the ways we receive and use information every day. Are you talking about the "internet dialect"? If so, then I would say yes, it disturbs the acquisition of proper language.
But if you are referring technology used to communicate, I would say it is a blessing. It increases the contact with the language and the access to it.
technology can be helpful but it can also be detrimental to learning a language. I used to teach English classes to non-english speakers. I found that some times translators where helpful but often times students would rely on translation software etc. and not spend enough time to actually learn the language.
