Why do we miss the right HR & Training culture in the Arabic countries ?

Wrong info. about HR. No believe in power of training and other things we see every day. What is the main reason? How to change ?

based on my experience in both Dubai and Abu DHabi , government and non-government entities, I can say the followingL

- in the UAE, we have a strong HR andn training programs, but I understand your concern maybe based on your current experience which is sad to know that it did exist in some companes

- organizations who really doesnt have a stong HR and training principals I beleive they are lacking of the best leaders and HR strategies, so i believe they should change their current strategies and train their current managers to really focus on their assets "employee" as they are really important to be looked after and they are the main source of any organization success , and train them will never make the company to lose but really gain more in other hand

Unfortunately, because most of the Arab countries consider human resources and training is very expensive with the knowledge that human resources and training essential to the success of any company, if used correctly within the policies and procedures and high transparency to create a work environment for all employees of the organization

I do not think that you can link this to only Arab countries. This is a world wide thing. The biggest problem is that HR and Training is a "human" science and not a natural science that do not change. Humans change and so does the "flavor of the day". this is like most CEO's in the world, e.g. one CEO will like to have all departments centralized, and in5 years, the next CEO will decentralize all departments. With regards to HR and Training, there are still a lot of changes to make, and with new research and development, and changing human behavior, we will always seem not to have the correct HR and Training plans.
