Personnel is a departemnt among many departments of the HR Managment.
and if we look back in the history we will find that HR Managment did not exist only personnel departments that monitor and control workers and employees in any company when such as attendance filling leaves penalties etc...
after that the world of industry realized that the human factor neede more than that such as :
trainning - incentive - compensating - investing in the human factor from that prospect the HR Managment started to prove its importance to all organizations
