How do you know a good leader if you see one?

I believe a good leader can be detected when the person's voice is strong and determined. There is an air of confidence that one can tell when that person has an outgoing personality. When someone speaks like this, you can get the feeling that they know what they are talking about and can potentially take charge of the situation.
