Why don't most companies apply project management processes?

Organizational Project Management is in a very infant stage as of now. Project Management focus is on performance of individul Project Managers, where as Ornganizational project management focus is on performance of organizations. Once Project Management profession spreads its wings further, companies will realize the limits of individual performers and the need to integrate organizations through OPM. Of course it may take time. Sooner it is better.

In my experience this is not done because the appropriate processes are unknown to those companies or the benefits of introducing these processes to the company are unknown.
