The best way is by following the three ways. First step, look for your desired jobs and companies through recruitment websites to understand what they are asking for in a candidate and to make as many contacts as you can. After that, go to UAE and try to use all you learnt in the first step to get job interviews. Finally, go to a recruitment agency and let them help you. I don't know if this is going to work but I hope so!
