Why is that the Mobile Industry in Saudi Arabia charge higher tariffs for making calls even though it's very advanced and full of resources?

Tariffs are imposed to cover the cost of providing the service to the consumer.  It is also used to cover maintenance, additional research and other indirect cost associated with providing the service.
