You need to let people know how the work is going to affect them personally or locally. Tell them how their volunteer work is going to impact them and their communities in a positive way, and then reinforce the positives by showing them the negatives. Or show the negatives first, like any commercial for saving the wild life around the world. The commercials usually show how horrible life has become for these creatures, and then they switch the attitude of the commercial by saying things like, "But with your help..." or "With a small donation of..." or "If you only spend...," people can make a difference for the better. The same tactic is applicable to getting people to volunteer. In fact, they are more likely to help because they can feel personally affected by whatever it is that needs volunteers.
Advertise! If volunteers are required, let it be known, shout it from the rooftops!!

Communicate with relevant authorities, like housing - Habitat for Humanity- , my son wants to go and do his19 month practical with them when finished, I believe they do great work . Medical - get the doctors to do their practical year in the rural areas
