This is a very broad question, for me the simplest answer is: it depends upon the learner and that is why mathematics is a particularly difficult subject to teach well especially in a non- homogeneous ability classes consisting of students with a variety of learning needs.
For me, students  generally fall into one of three categories: weak, medium and strong.
Weaker students will struggle with abstract concepts ( algebraic manipulation) and questions requiring memory recall or questions with multiple steps where pupils have to hold information from one step  then  take it to the next (many worded questions on all topic areas).
Medium students usually have one or more mathematical areas in which they feel confident.
My advice for these students is to remain patient and continue to work at topics they find difficult – they do eventually get it – they just need time.
Stronger students often struggle articulating what they know and how they get to their answers.
The next thing to think about is how old are these learners. 
Some learners may be considered weak during one stage of their education but as they grow they also develop the skills required to engage fully with their learning (note sometimes this can take10-15 years!) Literacy underpins all learning – if the students cannot read the questions or can read but are unable to comprehend questions then they will struggle to achieve their full potential in the subject.
