Not all the time, But some time it may be, and sometime it may be necessary.
Personally, I have never experienced any issues with this. Approaching your "Boss's Boss" should be encouraged, so as to ensure you as an individual are recognized (as this individual may have many faces to remember) every once in a while, a quick chat helps remind him/her of who you are and what you do. This is only advisable, on the proviso that you are not committing career suicide by contradicting, opposing, complaining about your immediate line manager, without him/her having the opportunity to meet and discuss with you in advance of this approach.
Yes it is true that you do not supersede your boss in normal circumstances because it is not good manners. But we have to do just that in situations where we think we have been wronged.
· When even at the end of the year you have not been granted leaves while others have been. Ie when your supervisor has not granted leaves in an equitable way. Your leave balance is wasted at the end of the year.
· When you are put under a performance action plan for not your mistake or negligence.
· You have been discriminated or victimized in any other way, and your supervisor gives you a deaf ear.
· But it must be remembered that our supervisor normally supports us if we do our job properly. It is only in extreme circumstances when your very survival is at stake and you have lost your enthusiasm to work as your supervisor is surrounded by yes men who are shown a favor. When you are thinking of leaving the job you can try this. Because your supervisor’s supervisor may think you are a GOOD RESOURCE.
· Always keep your data handy. So that you can substantiate your argument with DATA.
· If the issue is resolved try to make amends with your supervisor. Know your limits.

Mean If your boss is not available and matter is related to your department and need to be resolved. In this case you can contact him only if you fall second in command after your boss. Other wise DON’T DO IT
It is perfectly ok to communicate with your boss's boss, In the absence of your immediate line manager and or when asked to provide a specific information.
