Yes it needs Bill of Rights coz it Protection of Privacy,Examinations,RepresentationPenalties and InterestRequest for Review Final Determination after Departmental ReviewHearingsCollections Refund of Overpaid TaxTaxpayer Assistance

I Think Bill of Right is necessery for the auditees because they have also right to inquire and know about the audit procedings for a Transparent view of Audit of the company's  Book's Of Accounts that's why the Government gives the Civil Rights and Liberties to the Client

Auditee Bill of Rights won’t be a legal document. It will be a list of economic rights from the perspective that the auditee is the customer
