There are no forward step by step to do a VPN site as this is related to your network topology.
In case your ISA firewall is placed directly between your internal and external network then the below procedure should be easy.

To make it easy for you and to prevent long boring text instruction, click here to follow the link on how to create a vpn connection as showed in the image previously.
