My target was to present at a certain conference. I prepared myself but the conference did not take place. is it fair to say my target was not achieved?

Your target was not achieved due to factors beyond your control. (If, obviously, the reason the conference did not take place was not under your control) It is definitely fair to say that but it will not be fair to judge you on that.
