Considering the strength design of concrete structure of a building it is the civil engineer who has more the authority to design. The Architect will be designing the physical structure of it
the design is made by the architect, the structural engineer designs the structure within the architectural design, preferably with alternatives and pinpointing the difficult and costly parts. but together they have to think about a planning, also about cost estimation because of the budget of the client. Off course the mechanical engineer is part of this design.
It depends on competancy and experience.. Some times an architect or a Civil engineer cant design a steel structures.. aerodrum designs, some process structures etc. The authority should be based on Knowledge, Experience and Relaiability.. Not just based on degree
Architecture ends when construction starts, as architecture is a science that mixes many sciences and cultures, like geology,,design,handcraft, sociology,law,history,geometry,geography,theory and studies the needs of the man...construction starts when architects decide that the process is complete. This is a very complicated subject to explain in text.
