What are the problems or limitations for foreigners to get jobs in Food Industries situated in GULF states?

In the Gulf scope of Food industries is limited as its raw material is came from abroad, like fleshes sugar , grains in which chance of growth of Industry is too poor and cost of production is too high. In such condition growth of industry is very slow and chances of job is minimize.

In such condition no employer would like to hire a highly skilled labour at higher cost. in brief cocr to company is always lagged the opertunity of job.
