SOW...if something missed out of entire scope of work, will have a major impact on Risk Assessment, Contingency, Scheduling, Responsibility Matrix and backup plan as well. 

 SOW, Risk Assessment, Contingency and scheduling are the components which all have direct impact on project execution cost.

In order to avoid them, learning from previous projects done helps a lot. 

Going through with SOW must not be responsibility of a single person. SOW may be divided in delivery areas like Supply, Services, Schedule and Manpower needed. Thereafter risk must be assessed by individual department but evaluation of all must be done by Program and Project manager.
