Yes, I think HR practitioner must study psychology in one way or another.  Psychology is the study of human mind and behaviors and by studying psychology will surely help them use it in dealing with different people and cultures.  They will be able to understand more clearly the needs of the employees and help them to grow professionally and increase their performance. 

If the HR Managers are well versed with psychology they can asily move with the employees. study of mind and behaviour is most essential in any organisation to get the work done among the employees.

It depends on the industry, I don't believe that this is a requirement for a HR Manager that is based in the field in a remote location. It's common sense to have a level of sympathy or empathy in any situation in the working world.
