Are leaves only on paper. What to do if you are reminded how valuable you are when you ask for a leave ?

You have been asking for leave throughout the year. Now when November is ending you find there are annual leaves that you have to take before Decst . Otherwise they lapse. The company has changed its policy now and does not allow you to en cash the leaves. Your supervisor says all leaves are booked  by others . What to do?
