Why we can't have ehs implementation in the design and tendering stage or if we have than not followed?

It is most preferred to provide provisions for EHS implementation in Design and tendering stage. We may not be able to implement EHS at this stage, as it involves certain cost of implementation... If we fail in obtaining the tender, money may go waste.....

Once the design is frozen including the provision for EHS, it can be implemented.
