What do you prefer strong manager or good enginner?

A good leader because a good leader will inspire you to be the best you can be and to gently push you in the right direction. They are able to see the potential in an individual and how the person fits into the bigger picture. In other words, how the individual will be able to benefit the company if the correct tools and skills are suggested to the person. 

I prefer strong manager because strong manager may take advantage of all their resources to fulfil business needs and have many tools to raise the bar of engineer.
