Economic progress comes primarily through: government investment in heavy industry or entrepreneurial action directed by competitive markets ?

Economic progress come from any side it's matter, it's come from NGO or government same.

Economic progress is the effect of both the activities. the investment may or may not be by the government,  but if  it is from government then then the economic benefit equally distributed among rich as well as poor people.
