In gas turbine is there a relationship between air mass flow and igv angle and what is the air flow value at minimum igv angle (fully closed)?

The value of air flow depends on the size of turbine, however the air flow is minimum at IGV fully closed position. 

depends on igv types & operating system of igv   Manually or automatic  change its angle

    and compressor capacity 

The volume of inflow air mass depend majorly on the rate and angle at which igv open. The air inflow at minimum igv angle is zero.

with the increased igv angle the air flow increases the min angle is at turning gear or rotor baring and the air flow is zero
