can we create a trade policy to promote national exports before access foreign market

Before access foreign market and to promote national exports we must create a national strategy on quality (quality label, international quality standars: ISO HACCP...), develop the national market (first step to prepare a product on international market), promote prduct on national market (tourism, airline campanies, national exhibitions, 

no we can not because once we enter an international maret we should obey their poicy and each country has its standard marketing regulation.
