Can you suggest me more points on how to develop learning and development team in an organization?

Below listed are few points in HR Development . o Conducting training sessions o Administering on-the-job training programs o Evaluating the effectiveness of training programs.

I think learning and development plan needs to stick with lots factors:

- we need to know who deserve it, and the background of the deserver.

- we need to know the internal program and external program.

- the gap between the goals and our people.

- we need to create  environment that every one teach other and every one will deserve rewards if his follower learned.

- the managers and supervisors has to work on it, and HR will support them for all the needs.

- career paths for each position has to stick with the performance
