How well known is the concept of Inhouse Consultancies outside of Europe?

I would speak about the Middle East and GCC countries. In-house Consultancies is not a familiar idea in most of the companies except the global ones. I believe that it is very important to companies to have such ones, however you still need an outside brain to come up with out-of-the box solutions.
