The catchword here is LARGE.

Therefore,Sponsor of the project will have major stake in the project.Hence the important stakeholder would be General Manager  in this case.

Also since the client is focussed on "Quality Needs" principally for the meeting,appropriate Quality  person would be QA Manager.

QA Manager will be effective in giving confidence to stakeholders of the best practices and best HR shall be available for the project.

QC Manager will be more relevant during execution stage only. 

Quality assurance manager is the most appropriate answer
